Il servizio farmaceutico: istituzione, ruolo e cambiamenti della farmacia territoriale

Il capitolo analizza l’evoluzione della medicina territoriale attraverso le riforme del SSN, fino al PNRR e al d.m. 77/2022, evidenziando il progressivo superamento del modello ospedalocentrico. In tale contesto si colloca l’analisi del servizio farmaceutico, quale componente della rete territoriale, indagato nella sua natura di servizio pubblico e attività economica e nella disciplina delle farmacie, tra programmazione, contingentamento e assegnazione delle sedi.

The chapter examines the evolution of community-based healthcare through the reforms of the National Health Service (NHS), up to the National Recovery and Resilience Plan (PNRR) and Ministerial Decree No. 77/2022, highlighting the gradual shift away from the hospital-centred model. Within this framework, it analyses the pharmaceutical service as a component of the territorial healthcare network, investigating its dual nature as both a public service and an economic activity, as well as the regulatory framework governing pharmacies, including planning, numerical restrictions, and the allocation of pharmacy locations.
